简介:新的一年,前几期来跟大家聊一聊一个“哲学”一点的问题:在交通领域,什么样的政策是好政策?从调控机制上来说,公共政策可以大概分为两类.一类是管制型(Regulatory)政策,另一类则是市场型(Market-based)政策.管制型政策即设立明确的标准,所有人都必须达到这一标准,比如在国五标准中,规定在工况测试中每辆车行驶一公里各种污染物的上限是多少,然后所有仍在销售的车型都必须在每一种污染物上都达标;市场型政策则是利用某种价格机制进行市场调节,根据外部成本/收益的大小,收取不同的费用,或者进行不同额度的补贴,比如燃油税就是典型的市场型政策,烧的油越多,就说明使用的道路资源越多,造成的污染、拥堵和道路损耗越多,从而鼓励人们少开车,或者购买更经济节能的车辆.
