Sand-duststormsaretheresultoftheintegratedinfluencesofclimate,geography,societyandhumanfactors.Atheoreticalframeworkisbuilttoexplainthecoherenceofpopulationgrowth,agriculturechangeandenvironmentaldegradation.Onthebasisoftheanalysisofthecausesofthesand-duststormintermsofhumanfactors,adiscussionwillbegiventoshowthatthesefactorsareinternallyconsistentwiththetheoreticalframework.Afterthat,itwilllookatChina'sAgenda21andtrytofindrelevantmeasurestoreducesuchlargesand-duststormshappeninginNorthwestChinaandeventuallymakethisareadevelopsustainably.
