【中文摘要】 农业、农民、农村问题始终是关系到中国发展的关键问题,在中国进入全面建设小康社会的今天,“三农”问题显得尤为突出。随着社会主义新农村建设的深入开展,农村公共物品供给对于农村社会快速发展有着举足轻重的作用。它不仅关系到农村的稳定、农业的发展和农民的增收,同时还是社会主义新农村建设的关键。如何公平、高效地提供农村公共物品对于缩小城乡发展差距,提高广大农民的生活水平,顺利实现建设社会主义新农村与构建社会主义和谐社会的战略目标都具有重大的意义。本文首先从公共物品供给的基本理论入手,在界定公共物品概念的基础上,指出农村公共物品供给的特殊性及对社会主义新农村建设的意义。在此基础上,本文进一步探讨了我国农村公共物品供给存在的主要问题是供给总量严重不足、供给结构失衡和供给不公平等,并从供给机制、决策体制、供给主体及监督机制等方面分析了其形成原因。最后,本文着重阐述在我国建设社会主义新农村过程中农村公共物品有效供给的基本对策是实施公共物品的城乡均衡供给机制;完善农村公共物品供给的决策机制;鼓励社会各方面力量共同参与农村公共物品的供给;建立健全相关的制度和法律体系。

【英文摘要】 Agriculture, farmers, rural issues have always been related to China's development is the key issue, in China's accession to the comprehensive construction of a well-off society today, "three-agriculture" problem is particularly prominent. With the deeper development of socialist new countryside construction, rural public goods supply play a vital role in rapid development of the rural society. How fair and efficient delivery of public goods for rural narrowing the gap between urban and rural development, raise the standard of living of the majority of farmers, the smooth realization of building a new socialist countryside and building a socialist harmonious society's strategic objectives is of major significance.This paper from the supply of public goods starting with the basic theory, on the basis of defining the concept of public goods, pointing out that the supply of public goods in rural areas of the special nature and the significance on the building of new socialist countryside. On this basis, this paper further explores the supply of public goods in rural areas the main problem is serious shortage of the total supply, the imbalance of supply structure and injustice of the supply, and from the supply mechanism, the decision-making system, the main supply and supervision mechanism, and other areas to find the source of the problem. Finally, the paper focuses on in the process of building a new socialist countryside, the basic countermeasures of effective supply of public goods in rural areas is the implementation of the articles of the country's balanced supply mechanism; improve the rural public goods supply decision-making mechanism; encourage all sectors of society to join in the supply of public goods in rural areas; establish a sound system and the relevant legal system.
