Describedisanewtechniqueofdecade-scaleclimaticforecasting,presentedbyacombinationofwaveletanalysisandstochasticdynamics.ThetechniqueisalsoappliedtodiagnosingandforecastingthedurationtimeofdryandwetclimatesinthedecadalhierarchyofdifferentareasinChina.Resultsshowthatinthedecadalhierarchy,thenorth,southwest,andsoutheastofChinaareareaswherevariouskindsoffrequentclimatedisastersappear;droughtseasilyoccurinthenorthandnorthwest,whilefloodsoftenoccurinSouthChina.Becausethismodelingtechniqueisbasedontimeseriesdata,itcanalsobeappliedinthemodelingandforecastingofsuchtimeseriesashydrology,earthquakesandecology.
