ThePRCMinistryofScienceandTechnologyofficiallyapprovedtheimplementationoftheprojectasoneofNationalKeyScienceandTechnologyProjectsinNovember2001andentrustedtheChinaMeteorologicalAdministration(CMA)withtheleadership.Thenewsbriefingoftheprojectstaring-upwasheldceremoniouslyatCMAon29December2001.ProjectGoal:undertheconditionsofhigh-performancesupercomputersandhightemporalandspatialresolutionmeteorologicaldata,makinggooduseofbothinternationalanddomesticnewscientificachievements,todevelopournewgenerationnumericalweatherforecastingoperationsystemindependentlysotomeettheneedsofthedevelopmentofthecountryanditsmeteorologicalservice.
