简介:长期以来,中国对民办高等教育的定位是坚持公益属性,不能以营利为目的。但在实际发展中,部分民办高校走的却是投资办学道路,存在营利行为。分类管理后,由于不能取得办学回报,举办者向非营利性民办高校注资的积极性可能降低。《国务院关于鼓励社会力量兴办教育促进民办教育健康发展的若干意见》(简称“国务院三十条”)发布后,多个省份发布了“国务院三十条”省级配套政策,明确了民办高校分类管理的具体办法,为民办高校发展创造了良好的政策环境。在今后的政策执行与调整中,政府应加大对非营利性民办高校的财政支持力度,完善税收和土地优惠政策,实现分类管理的平稳过渡。
简介:群对群(G2G)计算是一种基于G2G网络的分布式计算。G2G计算得益于灵活的分群,相同属性或任务的群内计算。本文提出了一个有门户网站结构,基于G2G计算的搜索服务。G2G搜索服务是一个混合搜索系统,既有分布式的搜索服务,又采用了集中式的搜索服务。采用G2G搜索服务的好处之一是,用户既参与了系统的分布式搜索任务,又能向系统请求搜索服务。采用G2G搜索服务的好处之二是,用部分的集中式结构把分散的局域搜索系统关联起来,扩大了系统的搜索效能。

简介:Anewmethodofshort-termforecastingforwaterconsumptioninmunicipalsupplywaternetworksbasedonwavelettransformationisintroduced.Bywaveletdecomposingcommonlyusedinthesignalfield,waterconsumptionperhourisdecomposedintomanyseries.Trenditem,cycleitemandrandomitemareseparatedfromtheoriginaltimeseriesinthisway.Thenbyanalyzing,buildingamodel,forecastingeveryseriesandcomposingtheresults,theforecastingvalueoftheoriginalconsumptionisreceived.Simulationresultsshowthatthisforecastingmethodisfasterandmoreaccurate,ofwhichtheerrorislessthan20%,indicatingthatthewaveletanalyticalmethodispracticable.

简介:Shearprobeworksunderatoughenvironmentwheretheturbulencesignalstobemeasuredareveryweak.Themeasuredturbulencesignalsoftencontainalargeamountofnoise.Duetowidefrequencyband,noisesignalscannotbeeffectivelyremovedbytraditionalmethodsbasedonFouriertransform.Inthispaper,awaveletthresholdingdenoisingmethodisproposedforturbulencesignalprocessinginthatwaveletanalysiscanbeusedformulti-resolutionanalysisandcanextractlocalcharacteristicsofthesignalsinbothtimeandfrequencydomains.Turbulencesignaldenoisingprocessismodeledbasedonthewavelettheoryandcharacteristicsoftheturbulencesignal.Thethresholdanddecompositionlevel,aswellastheprocedureoftheturbulencesignaldenoising,aredeterminedusingthewaveletthresholdingmethod.TheproposedwaveletthresholdingmethodwasvalidatedbyturbulencesignaldenoisingoftheWesternPacificOceantrialdata.Theresultsshowthatthepropsedmethodcanreducethenoiseinthemeasuredsignalsbyshearprobes,andthefrequencyspectrumsofthedenoisedsignalcorrespondwelltotheNasmythspectrum.
