简介：Inthearticle,weattributethemaininstitutionalreasonsforimpactsoncitizenizationofmigrantworkerstotheurban-ruraldualinstitution,andanalyzeitscontentandthebasiccharacteristics.Thenempiricalanalysisoftheimpactonthewill,theability,decision-makingandprocessofcitizenizationofmigrantworkersisgivenbyuseofLogisticregressivemodelandinvestigationdata.Finallyaresultisfoundthatalthoughthemigrantworkershaveastrongdesireforbecomingcitizens,thevastmajorityofmigrantworkerscannotbeconvertedtothepublicbecauseoftheircapacityconstraints,soassoonaspossibletoimprovetheirabilityofcitizenizationbecomesthekeytopromotecitizenizationofmigrantworkers;furthermore,intheurban-ruraldualinstitution,inadditiontothehouseholdregistrationsystem,theemploymentsystem,thesocialsecuritysystem,thelandsystemandtheeducationsystemhaveobviousobstaclesonthewill,theabilitydecision-makingandprocessofcitizenizationofmigrantworkers.Therefore,thefuturefocusofinnovationoftheurban-ruraldualinstitutioncannotcontinuetoremainintheformalaspectsofthehouseholdregistrationsystem,butassoonaspossibletoswitchtoinnovationoftheemploymentsystem,thesocialsecuritysystem,thelandsystemandtheeducationsystemwhichhaveasubstantialimpactontherightsandbenefitsofruralmigrantworkers,suchasexpectationsandincome.
