Regulating services in poverty-ecosystems dynamics: evidences from South Asia

摘要 ValuationofecosystemserviceshasbeensoughtaseffectivetoolsthatenablethedecisionmakersindesigningthecosteffectiveresponsepoliciesformanagementofecosystemstowardsalleviatingthepovertyespeciallyineconomicallypoorregionslikeSouthAsia.Variousdirectionsandlinkagesbetweenpovertyanddegradationofecosystemandreducedflowofecosystemservicescanbetterbeunderstoodiftheregulatingserviceslikehydrologicalflowandcarbonsequestrationbyforest,andnutrientcyclingandbioremediationbywetlandscanbecapturedinmonetaryunit.SouthAsiancountriesincludingIndia,Nepal,PakistanandBangladesharethehotspotsofpovertywherepoordependuponvariousecosystemservicesfortheirlivelihoodsandallocationofresourceforconservationofecosystemswouldhaveadditionalmeritifregulatingservicesarecapturedandinternalizedintothepublicpolicy.Thepaperfirstraisesproblematicissuesinvaluationofregulatingecosystemservices,andattemptstolinkitwiththedependenceofpoor.Second,complexitiesofpoverty-ecosystemdynamicsarediscussed.Thirdly,thepossibleinterventiontoachievepovertyalleviationgoalisanalyzedwiththehelpofsomeexamplesfromaccountingandvalua-tionofregulatingservicesofIndianforest.Finally,thepapersuggeststhatgreaterattentionisneededtodocredibleandbettervaluationofregulatingservicessothatinsightsfromthesecanbeusedinunderstandingtheimpactofdegradationofecosystemsonpoorpeople.
