Almostdailyandcurrentmediahasstoriesaboutdatabreaches,hacking,privacy,andsecurity.Intoday’sdigitalsociety,securityofourpersonalinformationisamajorconcernforindividuals,securityofcorporatedataisabottomlineissuefororganizations,andsecurityofthephysicalandeconomicinfrastructureisanationalconcern.Theinterconnectednessofoursystemsresultsinbiggerandmorecomplexrisks.Forindividuals,theirfinancialwell-beingandpersonalsafetymaybeatrisk.Forcompanies,securityrisksdrivecostsupandimpactrevenues.Companiesmaylosetheirabilitygainandmaintaincustomers.Forthenation,theeconomy,publicsafetyandhealthareatrisk.Inrecentyears,countriesandnon-governmentalorganizationshavecreatedframeworksforenhancingthesecurityandresilienceofcriticalinfrastructuresandprovidingsafeandsecuresystemsforthepublic.SomeexamplesincludeExecutiveOrder13636,“ImprovingCriticalInfrastructureCybersecurity”bythen-PresidentoftheUnitedStatesBarackObama,theUnitedNations(UN)InternationalTelecommunicationsUnion(ITU)GlobalCybersecurityAgenda(GCA),andChina’sInformationandCommunicationsTechnologyGovernanceRegime.Suchframeworkscanprovideabasisfordesigningacurriculumanddevelopingcoursesforacademicprogramsincybersecurity.Thispaperdescribesthreeframeworksandproposesadoctoral-levelcurriculumthatsynthesizestheframeworkstoprovidegraduateswiththenecessarycompetenciestobecybersecurityexpertsintheglobalarena.
